An integrated system for monitoring anti-Semitic crimes and hate speech, as well as providing assistance and support for members of the Jewish community.<\/h2>\n\n\n

In response to growing challenges related to the rise of extremism, nationalism, hate speech, and hate crimes, the Jewish Association Czulent developed and implemented a comprehensive, integrated system of assistance and support for members of the Jewish community. These activities aimed both to enhance the safety of individuals exposed to discrimination and to increase the effectiveness of countering these phenomena through better recognition of their scale and nature. <\/p>\n\n\n\n

The project was implemented in cooperation with the Jewish Community of Warsaw and was based on best international standards and proven solutions in the field of monitoring and responding to hate crimes.<\/p>\n\n\n\n

As part of the project, the Jewish Association Czulent implemented the following key components:<\/p>\n\n\n\n

1. Development of a reporting methodology<\/strong><\/h3>\n\n\n\n

The Association\u2019s expert team, with the support of an international Advisory Board, developed a coherent and standardized methodology for reporting hate crimes, antisemitic incidents, and hate speech. The methodology was based on international best practices and included the implementation of the International Holocaust Remembrance Alliance (IHRA) Working Definition of Antisemitism, adapted to the Polish legal framework. <\/p>\n\n\n\n

2. Building a network of local activists<\/strong><\/h3>\n\n\n\n

A Local Activists Team was established, responsible for reporting, collecting, analyzing, and managing data. Team members participated in specialized training led by experts from the Jewish Association Czulent, covering both incident monitoring and support for individuals affected by hate crimes. The training program also included a psychological component developed by licensed professionals. <\/p>\n\n\n\n

3. Launch of a reporting platform<\/strong><\/h3>\n\n\n\n

The Association developed and implemented a modern online platform enabling the reporting of incidents, hate crimes, and hate speech. The tool also served for the systematic collection, analysis, and management of data, including data on intersectional discrimination. The platform was based on recognized international definitions, in particular the IHRA definition. <\/p>\n\n\n\n

As part of the project, a support system based on a person-centered approach was implemented, ensuring safety, confidentiality, and access to appropriate forms of assistance. The system drew on both local community resources and existing support mechanisms available to individuals experiencing discrimination and hate crimes. <\/p>\n\n\n\n

International cooperation and implementation of good practices<\/strong><\/h3>\n\n\n\n

The project envisaged active international cooperation, including participation in study visits, training sessions, and evaluation processes. As a result, experts from the Jewish Association Czulent implemented proven solutions used in other countries, adapting them to the Polish context. <\/p>\n\n\n\n

Analyses and Reports<\/strong><\/h3>\n\n\n\n

The data collected enabled in-depth analyses and the development of regular reports on the scale and nature of hate crimes. These findings served as an important tool for law enforcement agencies and policymakers at both local and national levels, supporting informed decision-making and the development of coherent public policies. At the same time, the reports functioned as an advocacy tool, strengthening the voice of the Jewish community in Poland. <\/p>\n\n\n\n

The implementation of the project confirmed the expertise of the Jewish Association Czulent in developing systemic solutions that integrate research, advocacy, and support activities, as well as its role as a leader in countering antisemitism and hate crimes.<\/p>\n<\/div>\n<\/div>\n\n
