From the perspective of organisations operating in Central Europe, we see how crucial it is for our region to actively participate in decision-making processes\u2014particularly at the European Union level. Shaping policies that reflect local realities and needs requires a strong and representative voice, and this is precisely the voice we work to amplify. <\/p>\n\n

The Jewish Association Czulent proposed a new specific objective for the Ministry of Foreign Affairs\u2019 Programme of Cooperation with Non-Governmental Organisations:<\/p>\n\n\n\n

<\/p>\n\n\n\n

8) strengthening cooperation with non-governmental organisations within the framework of public diplomacy by supporting and enhancing the capacity of civil society organisations active at the international level, which promote the Polish perspective in shaping policies, strategies, programmes, and support mechanisms developed by international organisations and institutions<\/strong>, such as the United Nations, the European Commission, the Council of Europe, the OSCE, intergovernmental organisations, and other multilateral fora.<\/em><\/p>\n<\/blockquote>\n\n

Our experience shows that, despite often limited resources, Polish civil society organisations possess a high level of expertise. They are valuable partners in international dialogue, ready to share knowledge and good practices with organisations both in Western Europe and in the United States. We work to strengthen the position of organisations from our region within the European and global civic ecosystem. We believe that only through cooperation grounded in partnership and mutual trust can we achieve a meaningful impact on shaping a more just and democratic society. <\/p>\n\n

The growing role of non-governmental organisations in the international arena requires systematic recognition in strategic documents and public programmes. Civil society organisations are increasingly important as substantive partners and advocates for democratic values and human rights in international fora.Their participation in consultation processes, expert working groups, and networking activities\u2014including beyond grant-funded frameworks\u2014can significantly enhance the effectiveness, coherence, and visibility of Poland\u2019s foreign policy. <\/p>\n\n

Strengthening cooperation with non-governmental organisations within the framework of public diplomacy\u2014by supporting and enhancing the capacity of civil society organisations active at the international level\u2014contributes to more effectively promoting the Polish perspective in shaping policies, programmes, and support mechanisms developed by institutions such as the United Nations, the European Commission, the Council of Europe, the OSCE, IHRA, and other multilateral fora.<\/p>\n\n

In this context, the proposed introduction of a new specific objective to the Multiannual Cooperation Programme<\/em> f the Minister of Foreign Affairs’ with non-governmental organisations and entities referred to in Article 3(3) of the Act on Public Benefit Activity and Volunteer Work for the years 2026\u20132030 <\/em><\/a> constitutes a response to the need for a lasting and systemic approach to this cooperation. Recognising civil society organisations as equal partners in advancing Poland\u2019s interests on the international stage strengthens the country\u2019s position and supports the development of a modern, responsible foreign policy grounded in democratic values and partnership. <\/p>\n\n

Our comments and recommendations were submitted to the Ministry of Foreign Affairs as part of the consultation process for the draft Programme.<\/p>\n\n
