Responsibility for responding to incidents is shared equally by both the Police and the party representing the municipal office. This means that the presence of the Police performing their duties does not relieve the person monitoring the assembly on behalf of the municipal office of their responsibilities.  <\/p>\n\n<p>Officials who are public officers are obliged to notify law enforcement authorities of a crime committed during a public assembly, regardless of whether the Police witnessed it or whether others have already reported it.
