European Network on Monitoring Antisemitism (ENMA)
The European Network on Monitoring Antisemitism (ENMA) is a coalition of Jewish and non-Jewish civil society organizations operating across Europe. Its main objective is to collect, document, and share internationally comparable data on antisemitic incidents.
The ENMA network develops a shared infrastructure for reporting antisemitism, supporting Jewish communities and individuals experiencing antisemitism across different European countries. At the same time, it serves as a central hub for access to data on antisemitism for Jewish communities, policymakers, researchers, public institutions, and journalists.

ENMA works on behalf of individuals affected by antisemitism, recognizing the monitoring of antisemitic incidents as the first step in counteracting this phenomenon.
Member organizations document antisemitic incidents in accordance with a methodology based on scientific guidelines and standardized reporting categories. This system makes use of, among others:
- the IHRA working definition of antisemitism
- the IHRA definition concerning Holocaust denial and distortion
This approach enables a reliable identification of contemporary forms of antisemitism and increases public awareness of the scale and nature of this phenomenon in Europe.
Comparable data on antisemitism
One of ENMA’s key objectives is to increase the comparability of data on antisemitism across different European countries. This is achieved through:
- a standardized reporting methodology
- categorized documentation of antisemitic incidents
- a shared database developed by member organizations
In the long term, the transnational database of antisemitic incidents is intended to provide public institutions, law enforcement agencies, and policymakers at both national and EU levels with a more reliable basis for analyzing the scale and nature of antisemitism in Europe.
ENMA member organizations
Currently, the European Network on Monitoring Antisemitism includes organizations from several European countries:
- Bundesverband RIAS – Germany
- Antisemitismus-Meldestelle, Israelitische Kultusgemeinde Wien – Austria
- Jewish Association Czulent– Poland
- Fondazione Centro di Documentazione Ebraica Contemporanea (CDEC) – Italy
- Federace židovských obcí v ČR – Czech Republic
Bundesverband RIAS (Federal Association of Departments for Research and Information on Antisemitism), the Reporting Centre for Antisemitism of the Jewish Community of Vienna, and the Jewish Association Czulent are the founding organizations of the network.
