Book of Good Practices/ Actions for National and Ethnic Minorities and Foreigners

The coalition, co-created by the Jewish Association Czulent, conducted a comprehensive study on cooperation between organizations of national and ethnic minorities and foreigners (MNiEorazC) and entities working on their behalf, as well as with local government units and public administration. The aim of the project was to define the framework of this cooperation, identify good practices, and indicate opportunities for its further strengthening and development.

The study focused on analyzing concrete solutions and ways of responding to the challenges faced by both civil society organizations and public institutions. Particular emphasis was placed on collecting examples of effective cooperation and defining expectations regarding its future development.

As part of the project, key representatives of public administration were approached, including plenipotentiaries of voivodes for national and ethnic minorities, plenipotentiaries of provincial police commanders for human rights protection, as well as marshal offices and selected offices of regional capital cities. Participants in the study were asked to share their experiences, identify implemented initiatives and innovative projects, and provide examples of cooperation and coalitions supporting minorities and an open society.

The collected material made it possible not only to identify areas of cooperation, but also to highlight concrete good practices and define potential directions for its development—both in relations with public administration and with majority organizations working for the benefit of national and ethnic minorities and foreigners.

The outcome of the project was the publication “Book of Good Practices: Activities for National and Ethnic Minorities and Foreigners,” developed, among others, by the Jewish Association Czulent. Based on conducted interviews, observations, and analyses, it identified initiatives and recommendations that could serve as a foundation for introducing changes—both legislative and systemic—in the area of cooperation with minority groups and foreigners.

The project was implemented from June 2017 to February 2018. It had a pilot character and focused on the analysis of selected public administration and local government units in regional capital cities, constituting an important step toward building sustainable mechanisms of cross-sector cooperation.
